CeLRRd has been conducting a series of dialogues between the Judicial Committee, Community Mediators and Local Police Officials in 5 districts namely Sunsari, Nawalparasi, Rupandehi, Kapilvastu and Dang. Among the planned 17 programs, 4 events were completed in Palhinandan RMC, Siddarthanagar MC, Kotahimai RMC, and Madhyabindu MC within June and early July.
After the commencement of Local Governance Operation Act 2074, confusion was created among Local Police, Judicial Committee and Mediation Center about each other role and Jurisdiction. Out of the confusion, there are lots of examples, where police have been registering and resolving the cases that have to be referred to Judicial Committee and vice versa. Similarly, Judicial Committees have been even resolving those cases which have to be referred to the mediation center as per the provisions of LGO Act 2074. So, the event mainly aims to elucidate the roles and jurisdiction of Judicial Committee, Community Mediators and Nepal Police in resolving local disputes. It further aims to facilitate to create environment for coordination and cooperation among these stakeholders in resolving disputes.
Altogether, 156 stakeholders including Mayor/Chairperson of MC/RMC, Coordinator and Members of Judicial Committee, Ward Chairperson, Chief Administrative Officers, Nepal Police and Community Mediators took active participation in the dialogue session. Participants realized the importance of program in present context. Pabitri Kohar, Judicial Committee Coordinator, Palhinandan Municipality “This event is very important and relevant in present context. I am thankful to CeLRRd for organizing it. Rural Municipality has to organize it but we didn’t pay attention to it. One such event is not sufficient; we need to organize follow up program frequently.” By the end of the program, representatives from Nepal Police, Judicial Committee and Mediation Center committed to refer the case to concern institutions in future and work in coordination with each other.
